If it was me, I'd be inclined to leave neutral. I would of course, contact them first and tell them your intentions and explain your reasoning.
After all, you got your item and wasn't out of pocket. Okay it was late, and the service was less than efficient, but the item was okay, the seller didn't abuse or ignore you and you didn't get scammed out of your cash.
If the seller offers you something (I'm not suggesting you ask, but if they do) by way of compensation (refund, other goods) then I think you could leave positive because they can't change what happened but they did try to compensate you for it.
My initial instinct was that they are a newbie, in which I might have left positive, if only because the transaction worked out in the end, and because they are still learning the process and bad feedback early on could hurt them when they are trying to establish themselves
But if they have been a member for over a year then you would think they have experience enough to cope with a transaction so neutral is probably fair
