How do I change the "size" of my avatar?

I'm trying to use a picture that ChibiSkittles drew for me as an avatar, but it's 19.2KB. Is that the "weight" of the picture that people sometimes talk about? If so, how in the world do I alter that?

sorry he's soooooo big...lemme see if i can get PSP to shrink it! Poke Tounge

and only a bit over 3k ^_^ he lost a bit of his details in the shrinkage though...:S
