In my opinion that is certainly a bootleg.
Bootleg toys of all different popular toy types are common, and bootleggers will sometimes use the real toy name and all. I'm a bit of a bootleg toy fan, and I have some bootlegs that look exactly like the real toys, toy brand name, logo, and all.
But they're fakes. If I come across a certain Strawberry Shortcake item I have, or a certain Bratz or Mighty Beanz package, I'll show you what I mean.
Here's hoping they come to Southern California. *mad gleam in eyes*
