i don't think it's faded as symbol are blue instead of brown. Kcat99 website doesn't work...

Have you contacted the Seller?
Brazil ponies will have a number on top of the neck line along with being stamped Brazil.
The Argentina ponies will have Nothing or Argentina on the foot.
I would have them verify markings.

With all the Customs coming from Argentina I would only deal with someone who can give you an honest history on the pony.

No, the pony is in terrible shape and it's not just the hair.
I don't think those stains and dirt will come out either.
Way too much money even if it's a really rare pony.
The poor pony.
