A shoutbox is kinda like a chatroom. Just lightly different because it only updates when you refresh the page.
it's on the sidebar of the arena near the bottom (or at least used to be) so as you would navigate the forum, it would continue to reload everytime you opened a new page.

I believe it's been deactivated again though.
