Why is it so hard to find LPS horses?

I don't collect these much so I don't really know.. but whenever I look in stores I can never find a single one (except in a $30 variety pack), and online they're at least $5 loose and used. What gives??

I just think they are really popular so they sell pretty quickly. I know that is how it is around here at least, I would imagine it is the same in other areas as well.
